The third and final section of the first chapter of Proverbs revolves around the attitudes of the characteristic of wisdom. So to speak if wisdom itself could talk, what would it say about a variety of issues. To illustrate this King Solomon portrays wisdom as a woman saying what is really on her mind. The section is basically a rebuke of those that spurn wisdom.
It starts with the tone of degradation, wisdom is screaming outside in the streets. She is calling out from within the noise at the entrance to the city. Here she is shouting at the ignorant and asking them, how long will they love their ignorance. To the frivolous she asks, how long will you love your frivolities. To the fools, how long will you hate knowledge. The idea is that wisdom is upset with these people, trying to reason with them about their point of view, and hoping they will change their ways. If they do repent, they will be graced with her spirit and words.
Wisdom does not expect all to accept the reproof but even so is offended by the rejection. Therefore, when calamity strikes, she will laugh at fools, mock their fears, and ignore them when they cry for help. This is because they hated knowledge and chose not to fear Hashem. The idea is that knowledge brings a person to fear of heaven and that is the reason it is typically rejected.
Periodic disasters are the way of the world and when they occur, the ignorant will always be returning to their stupidities; fools will try to take refuge in a fantasy world; and this is what will destroy them. On the other hand those that listened to the voice of wisdom will safely endure horrors and will be calm in the face of evil.
